About The Peekskill Plan

The Peekskill Plan is a community-driven effort to create a new Comprehensive Plan to guide the city’s future growth and development. Once completed and adopted, The Peekskill Plan will replace the city’s last Comprehensive Plan, which was adopted in 1981. 


Together with residents, community organizations, businesses, and local leaders, the plan will shape key priorities including land use, housing, transportation and traffic safety, economic development, and sustainability.

 

The Peekskill Plan is an opportunity  to build on Peekskill’s unique character – its waterfront, neighborhoods, topography, and creative economy – while improving quality of life for all. Grounded in community input and Smart Growth principles, The Peekskill Plan will serve as a roadmap for a more vibrant, connected, and resilient city.

Plan Focus Areas

Land Use

The Land Use Element will establish a framework for how Peekskill evolves by guiding the location, type, and intensity of development. This includes strengthening key gateway corridors, supporting appropriate zoning, and protecting natural, historic, and cultural resources while planning for infrastructure, parks, and community facilities.

Transportation
& Traffic Safety

The Transportation & Traffic Safety Element will propose a safer, more connected transportation network for everyone. Building on the Safe Streets for All initiative, this work will address traffic safety, improve key corridors and intersections, expand walking and biking options, and strengthen connections to transit, the waterfront, and surrounding communities.

Housing

The Housing Element will present Peekskill’s housing needs comprehensively and identify strategies to support a range of housing options. This includes aligning new housing with infrastructure and environmental considerations, and creating tools and policies to ensure long-term housing availability and affordability.

Resiliency &
Sustainability

The Resiliency & Sustainability Element will ensure the plan's recommendations can help the City address climate risks, reduce greenhouse gas emissions, eliminate waste, and implement sustainable development practices.

Smart Growth Principles

The Peekskill Plan will establish community-informed objectives and guide the City in overseeing sustainable growth, enhancing local cultural identity, and protecting its natural and cultural resources. The Peekskill Plan must address the following Smart Growth principles:

  • Promote mixed land uses where appropriate.

  • Create an adequate range of housing opportunities and choices.

  • Promote development where infrastructure is adequate and sustainable.

  • Build on the existing traits that give Peekskill a sense of place.

  • Promote public spaces.

  • Promote mobility and circulation within Peekskill and connectivity to neighboring places.

  • Promote mass transit.

  • Promote walkable/bikeable neighborhood designs

  • Stimulate the economy through visitorship

  • Integrate clean energy resources using incentives.

  • Improve resiliency to extreme weather events.

  • Encourage social diversity and integration.

  • Expand planning and implementation efforts across jurisdictional lines.

  • Promote community and and stakeholder collaboration in planning.

  • Promote fiscally responsible and financially sustainable policies
